Reform Scotland said so-called ‘devolution plus’ would end the Westminster block grant and make MSPs responsible for raising cash.
It claimed MSPs currently control 60% of public but are responsible for less than seven per cent of funding. The suggestion is part of a submission to Holyrood’s inquiry into the Scotland Bill, which aims to increase the powers of parliament. MSPs are hearing evidence from politicians, academics and experts.
An SNP spokesman said: ‘Consistently, opinion polls show that the people of Scotland want to see a Scottish Parliament take responsibility for financial powers, tax and welfare decisions. Reform’s ideas are an interesting contribution.’
