“Think-tank urges change to civil service” – Edinburgh Evening News

Responsibility for the civil service in Scotland should be devolved from Westminster to Holyrood, a think-tank said today in its manifesto ahead of the Scottish Parliament elections.

Reform Scotland said the move would help to promote economic prosperity and improve public services north of the Border.

The manifesto pointed out that while the civil service is responsible for delivering Scottish Government policy, it is part of the Home Civil Service and ultimately responsible to the Prime Minister.

It continued: “Following devolution, this is no longer sensible and accountability would be enhanced if responsibility for the Scottish civil service was devolved to the Scottish Parliament, with the First Minister having sole responsibility for appointing the Permanent Secretary.”
